Green Jobs

On April 19-20 I attended the Northern Plains and Rocky Mountain Consortium Green Jobs Conference in Des Moines. The consortium is comprised of IA, NE, MT, WY, UT; event info here: http://www.regonline.com/builder/site/default.aspx?EventID=945410 This is where much of the ARRA funding went in these states – trying to get a handle on where green jobs are and whether they are increasing in number or whether the educational support structure (plans of study as offered by Career Clusters http://www.careerclusters.org/resources/web/pos.cfm ) are available.
My great disappointment with their efforts is that they chose not to tie any measurement of green jobs to environmental outcomes. (Really?)  

But the wonky side of me likes the definition of green jobs that BLS crafted (findable on this page http://www.bls.gov/green/ ) especially the segment that focuses on process rather than the part that focuses on specific NAICS segments or products. I think it’s a bit wrong-headed to say that all jobs associated with building and installing wind turbines are green – environmental impact varies with material and process choices. But I do like the idea that every job can have an impact on energy efficiency of an operation, as embodied in the second part of the definition.  It’s unfortunate that BLS isn’t going to support an annual survey of this second, process-oriented, part of their green jobs definition. Why?  Because it's just this sort of improvement that technical assistance providers have been doing for decades.

In my mind that offers a real opportunity for EPA P2 office to help other federal agencies identify measures that promote source reduction.

2)  Green Job Training

3)  Transportation in Parks
The U.S. Department of Transportation requests proposals for the Paul S. 6) Siting Renewables

9)  WaterSMART: Water Treatment Projects - Western States

The U.S. Department of Agriculture requests proposals for the Conservation Innovation Grant (CIG) Program in multiple states and territories.  CIG seeks to stimulate innovative conservation approaches and technologies, in conjunction with agricultural production.  Areas of interest vary by state/territorial priorities but may include areas such as transitioning to organic production, farm energy conservation, and carbon sequestration in soil.

12)  DOE SBIR/STTR Phase II
The U.S. Department of Energy invites all DOE SBIR/STTR Phase I Awardees from FY 2010 to submit Phase II grant applications. The purpose of Phase II is to perform the R&D required to meet the DOE objectives stated in the technical topic of the Phase I funding notice. Pew Study Finds Clean Energy Economy Poised For Growth

        A recent study by The Pew Charitable Trusts, "The Clean Energy Economy:Repowering Jobs, Businesses and Investments Across America," found that the clean energy economy has tremendous potential for growth. In part, this will be spurred by investments from both the government and private sector, as well as state and federal policy makers who are increasingly calling for reforms to drive economic renewal and sustain the environment. Pew's research indicates that public policies "have great potential because they create significant incentives for both the private and public sectors to develop new technologies, infrastructure and processes for clean energy, efficiency and conservation."
       For the purpose of this study, Pew defines a clean energy economy as one which "generates jobs, businesses and investments while expanding clean energy production, increasing energy efficiency, reducing greenhouse gas emissions, waste and pollution, and conserving water and other natural resources." The clean energy economy cuts across five categories:
       * Clean Energy;
       * Energy Efficiency;
       * Environmentally Friendly Production;
       * Conservation and Pollution Mitigation; and,
       * Training and Support.
       The data show that by 2007, more than 68,200 businesses across all 50 states and the District of Columbia accounted for 770,000 jobs that
achieve the double bottom line of economic growth and environmental sustainability. The research also shows that between 1998 and 2007, clean energy economy jobs, i.e., a mix of white- and blue-collar positions, from scientists and engineers to electricians, machinists and teachers, grew by 9.1 percent, while total jobs grew by only 3.7 percent.
       Sixty-five percent of today's clean energy economy jobs fall into the category of Conservation and Pollution Mitigation. However, almost 80
percent of venture capital investments in 2008 were in the sectors of Clean Energy and Energy Efficiency. The flow of venture capital indicates which sectors are the most attractive to investors and have the greatest growth potential.

2)  Community and Transportation Planning
The U.S. Department of Housing & Urban Development and the U.S. Department of Transportation request proposals for the Community Planning Challenge Grant Program & the Transportation Investment Generating Economic Recovery (TIGER) II Grant Program.  TIGER II Planning Grants will fund the planning, preparation, or design of surface transportation projects. 4)  IAQ, Water, Sanitation and Hygiene

7)  Greenhouse Gas Reporting Systems

14)  Energy Efficient Water Pumps

15)  Climate Change and Water Quality
